The 1925 Clark-McNary Act expanded the provisions of 1911 Federal legislation creating the National Forest System (Weeks Law). It made it easier for the United States Department of Agriculture to buy land from those sellers whose property was located within the National Forest System. Stanley G. Fontanna was born in Powers, Michigan on Feb. 5, 1894. He received a B.S. in forestry from the University of Michigan in 1917. He was involved with natural resources for his entire career. He joined the Michigan Dept. of Conservation in 1929, rising to the post of deputy director in 1934. In 1951, he became a professor of forestry and dean of the School of Natural Resources at the University of Michigan.
